Mr. Paul Yip Kwok-wah, Founder and Chairman of the Hong Kong Policy Research Institute, is Honorary Professor of Xi'an Jiatong University and the Council Chairman of the University's Institute for Asian and European Studies; Honorary Professor of Graduate Studies at the Chinese Academy of Social Sciences; Chair Professor at Chongqing University and Honorary President of the University's Institute of Hong Kong, Macau and Taiwan Studies; and Honorary Director of the Shanghai Institute for East Asia Studies.

In his public service in Hong Kong, Mr. Yip on the appointment of the Chinese Government served as Hong Kong Advisor in April 1995 and later Member of the Preparatory Committee of the Hong Kong Special Administrative Region (HKSAR) and member of the Chief Executive Selection Committee of the HKSAR. From July 1997 to June 2002, he served as Special Adviser to the Chief Executive of the HKSAR.

Mr. Yip's other public commitments include being Member of the Council of Hong Kong Baptist University; Honorary Advisor to the Hong Kong Young Industrialists Council; Honorary President of the Tsing Hua Club of Hong Kong; Honorary Chairman of the Hong Kong Institute for Promotion of Chinese Culture; Member of the Advisory Council, Asian Studies Center, Heritage Foundation. Mr. Yip was also appointed a member of the Economic Relaunch Strategy Group of the HKSAR Government in May, 2003.

Mr. Yip is also Chairman of the Renful Group, Chairman of the Yew Wah Education Management Co. Ltd., and Director of the Yew Chung Education Foundation.

Educated at the Chinese-language Department of Hong Kong Baptist College (now Hong Kong Baptist University), Mr. Yip specializes in business management, education and culture and has a profound understanding of current developments in Mainland China, Taiwan and Hong Kong, and the interactions among the three places.

-Comparative and international education;
- Higher education and policy in the Asia-Pacific;
- Cultural globalization and education policy;
- Postcolonial theories of identity, representation and education;
- Global inequalities and educational policy;
- International student mobility.
